Why must these birds of prey always be so wary of we humans/photographers~

This morning while taking a stroll, I heard the Red-tailed hawk and saw it just as it saw me and flew, but managed to get a couple of quick snap-offs.  Why must these birds of prey always be so wary of we humans/photographers, just makes it difficult, yet that is a fun part of the whole challenge, I expect~
